I am a farm management consultant advising the owner. I am very aware of one other issue that you have not asked about in your questionnaire. There is currently no roof on the building. However the owner has full planning permission to put on a roof. It will not be of quite the dimensions of the previous (collapsed) roof. One of the conditions to this permission is that the building remains in agricultural use. Is this condition terminal to the case?
NB also that the owner has had other permitted developments for farm buildings since 2013, but none have actually been built. So I think this is not a problem.
